The PackageKit-command-not-found.package is what does this.
There is a polkit rule already in place for Packagekit that allows users that
are members of the wheel goup to install or removed software.

Thanks. I'm not entirely sure that sounds like a good idea---to do this
without requiring interactive authentication, and by default as
well---but my own home machines are secure enough.
