Look at the hardware issues, first.

How is this drive powered?

Is it fitted internally to the PC?  Is it external?

Does it have its own power supply?  Are you using the right one?

Is it powered from the USB port that it's using for data?  Does it have
a Y-lead so it can plug into two ports simultaneously (so it can get
more power to work).  Is it supposed to have one, and you're not using
it?  Do you have any other leads to try with it?

Regardless of the powering options, does it make any difference if it's
plugged into a different port?

Have you tried other discs in the drive?

Can you see inside the drive, and see that nothing is blocking the lens
(e.g. fluff).
