I have never run into it. I have an older Fedora 41 system
which uses the nvidia kmod from RPM Fusion and it does not
have a dependency on weak-modules. I thought that was only
used for RHEL kmods. It is still used there, but it is
conditional via '%if %{with rhel_kabi}' in the generated
kmod rpm.
