This command should not be attempting a write. This is a read only operation.
This worked fine yesterday morning and has worked fine for years.
It also fails for dnf4 list installed
f42 switched to dnf5. Only if you use the GUI install tools might you need to
use dnf4.

I have used dnf4 on F42 for months without issue. Now dnf4 is
complaining about writing a read only file when before it never
complained. Why has this behaviour changed?
