Resolved this by disabling the rpm-fusion repos, doing the upgrade, then
re-installing them. Not sure what rpm-fusion packages were installed
prior to the upgrade, but the dnf download total package count only went
down by about a dozen when I ran the upgrade with rpm-fusion repos
disabled. Will see if I miss anything in the next few days.
