Started F43 upgrade with:

dnf system-upgrade download --releasever=43

Everything downloaded successfully, then:

[2248/2248] Total                       100% |   0.0   B/s |   0.0   B |  00m03s
Testing offline transaction
cannot open file: (2) - No such file or directory [/etc/pki/rpm-gpg/RPM- GPG-KEY-rpmfusion-free-fedora-43]

Then:

# dnf -y system-upgrade reboot
No offline transaction is stored.

What now?  Thanks.

Resolved this by disabling the rpm-fusion repos, doing the upgrade, then re-installing them. Not sure what rpm-fusion packages were installed prior to the upgrade, but the dnf download total package count only went down by about a dozen when I ran the upgrade with rpm-fusion repos disabled. Will see if I miss anything in the next few days.

Thanks.
