The % parts of the string are expanded by systemd for the execstart= line. You will need to quote them, off the top of my head you double each % to %%, but check the docs to be sure. I am guessing you are assuming that the execstart= line is parsed like bash would parse it. This is not how it works, systemd has its own parser and variable expander for the line.
