I was not thinking of customising dnf, I was thinking of customising services.
For example sshd etc.

I have never bothered to go to the lengths of cloning a drive.
Upgrades are very reliable for my systems.
I run fedora servers and fedora desktops on a range of hardware.

What I do in preperation for upgrading is boot a live usb of the new fedora 
version on my critical systems.

If that boots and I can start a terminal and see the disks I go ahead with the 
upgrade.
