Do you mean you've installed Fedora so it can run from the drive
(liveboot) if it can find it?  Or do you mean you've copied the
installer to the drive?

With my last Fedora install (40), I had to use the server install ISO,
because none of my systems could boot from that USB.  It didn't matter
if I used dd or one the mediawriter things.
