Well, I figured it out.  The problem is yet another misguided, over-
zealous "security" feature from Mozilla.

Ironically, one can disable "Enhanced Tracking Protection" for a web
site, but the geniuses at Mozilla didn't think to provide a way to turn
it of for *local* files (where it arguably should have never been
enabled in the first place).

So yet another poorly implemented browser "security" feature that
requires me to make my system less secure in order to actually do
anything.
