While that's true.  If you are going to install something, then the
metadata is already there.  It doesn't have to fetch it again before
the install can start.

I can tell the difference doing it either way, here.  Although I have a
high speed internet, my country does not have high speed links to the
rest of the world.  There's lag, *and* slow throughput.
