You would appear to have the upstream WineHQ repo installed
and enabled. So you'd need to ask them about issues with
their repositories.  The packages in updates-testing for
Fedora 41 are:

    $ dnf -qq list --enablerepo updates-testing
    wine{,-devel}.x86_64
    Available packages
    wine.x86_64       10.0-0.3rc1.fc41 updates-testing
    wine-devel.x86_64 10.0-0.3rc1.fc41 updates-testing
