Yes.  If that's 50% of /boot, then the partition is much too small.
You can disable the rescue image creation if you're sure you won't need it.  It's primarily needed when changing hardware needed to boot because it contains all the drivers, not just the ones needed for the current hardware.

Would a live USB substitute for it?

You could probably use that if necessary.  Or just create the rescue image if you're planning on changing the hardware.


If I change my hardware, I will probably just start over.
