Some UPS software blocks non-root logins after sending a "shutdown now"
message
when UPS battery capacity is low.  If the battery has died, it may continue
to broadcast
shutdown messages after power is restored.  I think some UPS systems and
software
can stay in "shutdown now" mode until the battery can provide the
configured run time,
