all use devices rather than partitions, but of course that may not mean
anything.

This might just be terminology. /dev/sda is a drive and /dev/sda1 is a partition, but both are devices in the /dev sense. And filesystems really don't care - they just want an addressable chunk of disc. You could put a filesystem on a whole disc if you were happy to trash the partition table (i.e. not have one at all).

So "device" is arguably a more correct term anyway.
