You missed the "if" bit...

*IF* a device name is associated with some unique data (such as a
stable MAC), then the device name will always be the same.

You're taking things on *if* you ignore that, then the system *can*
name devices on a first come first serve notion.

If I tied a device to some rules about its naming (whether that be MAC
or something else), then my rules must prevail.
