Very similar to what happened to me, though could be coincidental.

I'd occasionally get the same thing due to a lockfile stuck in /tmp,
that I could resolve by deleting /tmp files.  But since /tmp is
volatile files held only in RAM, these days, that issue rarely happens
any more (any reboots wipe /tmp).

At the moment I have no further suggestions, but someone else may spot
something.
