Note sure if you are talking about passive ports.
check your /etc/vsftpd/vsftpd.config normall at end.

I've set mine up with these settings?

pasv_enable=YES
pasv_min_port=11000
pasv_max_port=11010

Might also need to make sure that these ports are routed to the 
machine if it is behind a router..

Just a thought.
