As I understand it preset is used somewhere in the initial installation of 
fedora to figure
out which services should be enabled by default. After installation it's not 
used normally.

As a user you can symlink services into the right place in /etc/systemd/system 
or use
the systemctl enable/disable commands to do the symlinking for you.
