Dual boot doesn't matter. /boot is only used by Linux, and generally
isn't ever mounted when you're using Windows. And yes, you can make it
larger using parted or GParted, but you'd have to boot from a LiveUSB
for that and I wouldn't recommend it unless you're either comfortable
moving and resizing partitions or desperate enough to get more space
into it and in either case, only after making a full backup.
BTW, I have a python script that prunes the old kernels in /boot,
leaving you with only the most recent one. It was provided by Fedora
back in '11, if you're worried about programs by unknown third parties.
