On mine its from glibc-devel not glibc-headers...

Fedora release 39 (Thirty Nine)

:  09:27:56   armf39  ~
: [1] root $ rpm -qf /usr/include/stdio.h
glibc-devel-2.38-14.fc39.aarch64
