kernel-6.6.9 is missing and so it can't build some modules. the problem is that the kernel-headers package for 6.6.9 is missing from Updates. The latest package is
for 6.6.3.

That sounds like a broken build system. The kernel-headers package doesn't get updated for every kernel if they haven't changed.

Have you tried using qemu/kvm instead?
