AFAICT, none of your system specs is even remotely relevant and should have been left out. My suggestion is to start by removing the keycap from your function key (Modern keyboards are made with this in mind.) and cleaning out any cruft you find. Then, try pressing the key with the cap still off to see if it works correctly. Finally, put the cap back on and try again.
