I use the emacs-nox package. It provides an emacs binary, and works
both interactive and over ssh.

$ ls -Al $(command -v emacs)
lrwxrwxrwx. 1 root root 23 Nov  7 19:32 /usr/bin/emacs ->
/etc/alternatives/emacs
$ ls -Al /etc/alternatives/emacs
lrwxrwxrwx. 1 root root 23 Nov  7 19:32 /etc/alternatives/emacs ->
/usr/bin/emacs-29.1-nox

I have not encountered any problems (yet?).
