This is BZ 733561, opened in 2011 and NOTABUG. Isn't it time that this was
mentioned in the 'helpful' warning suggestion?
The page quoted above is reached from the 'Warning' box in
https://docs.fedoraproject.org/en-US/quick-docs/upgrading-fedora-offline/
Click the download ikon for the AMD/x86_64 .iso and wait for it to
finish. Then click the adjacent 'Verify' button and execute the
commands given, from the Downloads folder.
