Yes, it could be treated independently from swap considerations which
would be useful. However the technical limitations would still apply
(no COW, preallocated space, need to work out the physical offset for
the bootloader etc.), though there's no reason that couldn't be done by
the system installer or indeed enabled later by a special app rather
than the present very error-prone manual methos.
