In the file /etc/default/grub you can set the font on the kernel
command line.  There is probably some way to set it elsewhere (dracut?,
systemd?), but this works.
GRUB_CMDLINE_LINUX="SYSFONT=latarcyrheb-sun16 LANG=en_US.UTF-8"
