Now that terminal emulator sessions are no longer treated as separate logins, commands like
"shutdown" and Network UPS Tools that try to use "wall" to alert users to
impending doom are effectively muted.

This should probably be reported as a bug in the "shutdown" command, but what is the recommended way to send
an alert tone and message to users' GUI sessions? Commands like "notify-send" and "xmessage" can
display a message, but have no option to include an alert tone. Trying to send an alert sound from outside the X
session just results in a "connection refused" message from pulseaudio. How can this be done?
