Yes.  More than one, espeak & festival, to name just two that spring to
mind.  Though I've only toyed with them yonks ago, so others will be of
more help than me.

You should say what you're needs are.  Screenreading for the vision
impaired, reading out prepared text (e.g. ebooks), etc.
