I have the same story using KDE, so it doesn't appear to be Mate or
Compiz. I think I actually prefer it that way, as previously the new
tab would open in one of several existing browser windows on different
desktops, and it wasn't always easy to see which one.

Maybe try setting some other browser as your default to see if the same
thing happens.
