Either in:

  /usr/lib/systemd/user.conf.d/99-stop-fast.conf
  /etc/systemd/user.conf.d/99-stop-fast.conf
  
With content:

[Manager]
DefaultTimeoutStopSec=5s

Better IMO than changing /etc/systemd/user.conf
