I think you are thinking of the command “add-apt-repository”.  And no, it isn’t 
packaged for Fedora.  Looking at the Debian control file [1], it has a lot of 
dependencies on other Debian core packages that would probably make it a pain 
to package for Fedora.

You might be better off using podman and a Debian container.
