I was think of the OP's experience -- not sure if it was a new "feature" or
side effect of some upgrade glitch which I was currently investigating:

My Fedora 35 system (upgraded from Fedora 33 due to putting off
a fresh install due to time pressure) failed to boot after the first
update.

In /etc/default/grub the GRUB_CMDLINE_LINUX had a usb-quirks entry for a
Seagate 1TB external drive model that AFAIK has never been in this building
(which is quite well secured) and was not properly quoted.  Reinstalling
kernel
and grub packages gave no error and made no change, so I went ahead with
a fresh install and waited for a kernel update.Doing "sudo dnf install
kernel-5.15.7"
offered the full set of kernel packages.   I cancelled the command-liine
install
and did the install with Gnome Software.

Now I see some changes to /etc/default/grub: the value for GRUB_TIMEOUT
and GRUB_CMDLINE_LINUX changed from "" to "rhgb quiet" -- reversing
changes I made after the fresh installation.  On this system I also now see
the
Dell Logo multiple times during Gnome Software Download and restart
sequences.
