1. Critical power level, notification that the computer will shut down in 60 
seconds unless plugged in.

Expected: 2. Pressing sleep button or closing lid will suspend device without 
authentication (normal non-critical power level operation)

Actual: 2. The computer will not go to sleep, a graphical polkit password 
prompt is shown. Computer will sleep after password entered.

shutdown -c doesn't require privileges, even when the shutdown is scheduled by 
root.
