You might want to try experimenting with this:

On the Mate taskbar, right click and pick "add to panel".
Out of the menu of addable things, choose the "drawer".
Into your draw, drag and drop launchers you're already using.

Although you can't change the drawer's name, you can change its icon.

This *may* give you an interface you're happy with.  Or give you
something to search for, based on what you add to it, through your
configuration settings.
