Oddly, it has a man page that tells us that it prevents logins during boot and shutdown while allowing them at other times. I was going to prove that plymouth-quit-wait.service wasn't needed by showing that I've disabled/masked it on this box, but it's active, taking about 8 seconds. I do remember having nuked it on other boxes when it took an unreasonable length of time, and suggesting the same to others with boot time issues, but it's been a while and I could be wrong. Searching the list archive for other mentions of it might be a good idea if you want to be sure.
