I doubt that network connectivity has anything to do with it.  How are you 
attempting the connection?  Ssh, Windows rdesktop, NFS, what?  GUI or CLI?  The 
correct answer depends upon the connection method.

If you are using ssh or variants, password authentication for the person that 
you are trying to login as is the normal fallback.  Root not not normally have 
a password, so don't do that.
If you are using rdp or variants, a connection password has been set on the 
remote machine.  Enter it.
