You should absolutely not try to delete the OS's libcrypto, it will render your system unusable. Just look at the output of rpm -q --whatrequires 'libcrypto.so.1.1()(64bit)' You think you can survive without any of those packages? It is a library used by systemd, dnf, rpm, coreutils, python, etc. etc. I think that thread is telling you to remove the bundled libcrypto.so.* inside the tarball.
