man smartd says:

      -C, --capabilities
              [Linux  only]  Use  libcap-ng  to  drop unneeded Linux
process capabilities(7).  The following capabilities are kept:
              CAP_SYS_ADMIN, CAP_SYS_RAWIO, CAP_MKNOD.

              Warning: Mail notification does not work when used.
