Tell me something.

How do I debug Bluetooth?

Aren't there any log files that I look at to get a better understanding as to
why this is failing?

Can't answer the debug question.

However, to send files to your phone via Bluetooth you'll need to install

bluez-obexd

You'll need to logout/login for the daemon to run.  To check you should run

systemctl --global --user is-enabled obex

"enabled" should be returned.

I just sent a file from my desktop via BT.  My phone is a Samsung S9+.

The key to getting good answers is to ask good questions.
