You can just disable/mask the packagekit-offline-update.service
systemd service, which is part of the PackageKit package.  I also mask
the packagekit.service because I prefer to use dnf to update my
system, since packagekit tends to lock up my low power, slow I/O
system when it wakes up and starts churning through updates.
