If memory serves, you can specify that the user isn't able to log in; I think the option is nologin. If not, you can always specify logout as the user's shell. Or, if you want to allow the user's to change their password but nothing else, specify passwd as the shell. I know how well that works, as I once had an email account on a unix box that was set up like that.
