Looks like you also have to change the UUID, or virsh will complain that it already exists. Fortunately it's just a matter of running uuidgen and plugging in the result. You also have to globally change pci to pcie, but I already knew that. This seems to have worked and I'm now running the new VM. Unfortunately it still has crackly sound (I was hoping a change to the Q35 would improve this), but that's a separate issue.
