If you look at that page you will see (at least I see) 2 large boxes.  One 
labeled "Subscribe" the other
"Purchase".

If you want to "Purchase", that is the one-time fee option.

I can't quote you in your currency since my location gives it to me in NT$ and 
I don't think you're
in Taiwan.

Standard is NT$2,599 and Professional NT$3,299 for a one time purchase.
