Considering they've worded it that way, you could simply just say "no, I don't" if you didn't want the headache of trying to get it working. When I was caring for my mother, our social security services wanted me to do a pile of on-line stuff through their dreadful website (everyone I know has tales of woe with it). I declined saying those things never work for me, and every I know who used it says it's always going wrong. Fortunately they accepted that, but that was pre-plague era. I would have thought, though, that they wouldn't insist on video interviews with someone with vision impairment. At the very least, it's discriminatory.
