The problem happens reliably on 5.6.13.
Boot single user. unmount filesystems other than root. Manage from a serial

So I now feel that this is a fedora kernel issue. Maybe even a vanilla kernel
issue.
Not in 5.6.6. Not in 5.6.11. Is in 5.6.13. Not in 5.6.16.
Unless I see a reason to continue, I am now closing this issue as "probably fixed
since".
In order to say that, you really need to try 5.6.16 on the new computer since
that's the only place it happens at all. Hopefully you'll be updating that one
soon.
Have done this test now using a f32 on a USB disk (a proper install, not a live
image).
The problem did NOT reproduce.
Machine was upgraded to f32, kernel 5.7.7-200.fc32.x86_64, and the same hub
with the same
SD card did not reproduce the problem.
