I think you mean....

1.  Connected monitor and keyboard and booted to a command line login prompt.
2.  Logged in as root
3.  Used startx and got an xfce desktop
4.  Created a new user using "useradd".
5.  Logged out of the xfce session and logged out of the root account.
6.  Tried to login as the user created in #4

?????
