The bios may be set to legacy bios mode, or (like my elderly
Dell desktop) the system is too old for UEFI.

Also, a setting to enable legacy BIOS.   Do your BIOS current 
settings look like:
 
Boot Sequence: Legacy (USB & PCIe)
Advanced Boot Options: Legacy Option ROMs Enabled
Secure Boot Disabled.
