There is more to it. Assuming you would have reassigned the ticket to Fedora 31 in response to the "MASS BUG UPDATE" notification on 2020-03-03, without any clear and concise reply you cannot tell whether you would be testing a potentially fixed kernel or just a random kernel rebase that may or may not fix it. Furthermore, you don't even know whether the reported problem is tracked anywhere where somebody would look at it _eventually_. The ticket status is entirely unclear.
