Not being an Xfce user, it would be helpful to me to know a bit more about what 
you're doing and
what application you are using.

I right click on the file->"open with" with any of my
various file managers.  I typically use Krusader

It seems to me that you've highlighted a file called 
"Mikrotik.PortForward.html" in some application.
I don't know what the application is as it doesn't seem to be the "File 
Manager",

Then, it seems, you may be right clicking on that highlighted file to get the 
list of actions?

Just installed krusader on an Xfce VM.  I don't have an "open with" option.

Maybe you only had one program associated with .html

Try a .txt file.  That should have a lot of different
applicators associated with it
