I haven't done an upgrade on my F31 VM.  But a fresh install of a F32 has a spinning disk next to
the pointer.

Try a new user just to see if it may be a setting issue of some sort?

A new user worked. So then I went back to the main user, and that started working too. Not really sure what was going on there, for a while. The only thing I could possibly think of is that I formally logged out, in order to log in as the new user. Prior to that, after the upgrade to F32 I either put the laptop to hybrid sleep, or rebooted, from the shutdown menu. That was the first time I simply logged out. I can't fathom why that would matter, but that's the only thing I can think of.
